A North Little Rock man wanted on a felony warrant out of Hot Springs was arrested on multiple charges Tuesday following a traffic stop near the Hot Springs Police Department after drugs and a flare gun were allegedly found.
Vance Allen Brown II, 54, who lists a North Little Rock address, was taken into custody shortly before 2 p.m. in the parking lot of the Family Dollar, 640 Malvern Ave., across the police department, and charged with simultaneous possession of drugs and a firearm, punishable by up to life in prison, possession of meth with purpose to deliver, punishable by up to 20 years, and two counts of possession of drug paraphernalia, punishable by six to 20 years.
Brown, who also had a felony warrant out of the HSPD for delivery of meth, was being held on a $112,500 bond and was set to appear Wednesday in Garland County District Court. According to court records, Brown was convicted of felony counts of breaking or entering and theft of property on Feb. 26, 2018, in Garland County Circuit Court and sentenced to five years' supervised probation.
According to the probable cause affidavit, shortly before 1:30 p.m. Tuesday, HSPD Detectives Tyler Ward and Richard Davis were patrolling in the 600 block of Malvern when they saw a silver 2018 Kia Soul being driven by a man they recognized as Brown, who they knew had a warrant for delivery of meth.
They saw the Kia pull into the parking lot at 640 Malvern and pulled behind it, activating their lights to make a stop.
As Ward got out to make contact, Brown opened his door and stepped out. The detectives ordered Brown to get back in his car and he complied and then he was taken into custody. In searching his person, the detectives allegedly found a glass pipe wrapped in a paper towel that had burn marks and residue consistent with narcotics use.
In searching the vehicle, Ward allegedly found a black bag in the center console that contained digital scales and two plastic bags with a total of 8 grams of what later tested positive for meth. In the rear passenger area, they found a large scale "of the U.S. Postal Service brand."
Davis also located an orange flare gun and three flares inside the open compartment of the driver's door.
