A bench warrant was expected to be filed for Thomas Craig Foster Jr. after the 44-year-old Jersey Shore man failed to appear for his preliminary hearing on Tiadaghton Valley police charges of possession of methamphetamines, possession of drug paraphernalia and illegal possession of an electronic incapacitation device.

The charges stem from an incident when he was a passenger in a 2017 Chevrolet Cruze that police stopped on Route 220 in Piatt Township on May 18, court records stated. It was alleged that a backpack in the car belonged to Foster, of 219 S. Main St., and in it was drugs, paraphernalia and a taser, police said. Because there is a protection from abuse order filed against him, Foster is prohibited from possessing a taser or similar device, police said.

On the day of the stop, Foster was automatically incarcerated because there already was a bench warrant for his arrest in Clinton County on another criminal matter. However, he has since been released.

In another case, Lucas Conklin, 21, of Mill Hall, has been charged with possession of two envelopes of fentanyl-heroin and possession of drug paraphernalia following a vehicle stop in the 1200 block of East Third Street on June 21, city police said. He has since waived his hearing and is free on bail.

In another case, Kyle Connors, 29, of 1248 W. Fourth St., has been charged for his alleged involvement in conspiring with Christopher Raemsch and Lacy David in traveling to the Philadelphia area to pick up a large amount of marijuana, cocaine and methamphetamines on Aug. 20, according to the county’s Narcotics Enforcement Unit (NEU).

Although Raemsch and David rode in one vehicle and Connors traveled in another, investigators allege Connors was with the two when Raemsch put a large bag of illegal drugs in the trunk of the car, which authorities seized near the Danville interchange of Interstate 80. Acting on a tip, NEU investigators followed the trio from Williamsport to Philadelphia and then stopped them on the interstate. Raemsch, 39, also of 1248 W. Fourth St., and David, 38, of 1823 Sweeley Ave., were arrested and jailed on the night their car was impounded, while Connors was arrested a week later on three counts each of possession with intent to deliver controlled substances and conspiracy. All three have since waived their preliminary hearings. David and Connors are free on bail while Raemsch remains locked up in lieu of $250,000 bail.

In another NEU case, Mikal Lattimore, 37, of 822 Park St., has been charged with three felony counts of delivery of a controlled substance and one count of illegal use of a cellphone for his alleged involvement in selling a total of 30 bags of suspected fentanyl to confidential informants during three drug transactions, two at the back of Lattimore’s home and another at the back of 867 High St. between April 20 and May 18, court records stated. Following his arraignment last week before District Judge Aaron Biichle, he was jailed in lieu of $75,000 bail.

In another NEU case, Nyreese Turner, 19, of 608 Locust St., has been charged with delivery of a controlled substance and illegal use of cellphone following an incident in the 500 block of Campbell Street on March 2 in which she claimed to an informant that she was selling a bag of crack cocaine. After the sale was made, it turned out to be nothing more than baking soda, investigators alleged in an affidavit. Initially jailed, Turner has since been released and has waived her preliminary hearing before District Judge Christian Frey.

In another case, Kavaughn Williams, 21, of 2607 Grand St., has been charged by the county’s NEU with delivery of a controlled substance and illegal use of a cellphone for selling 1.41 grams of cocaine to an undercover officer at East Third Street and Westminster Drive in Loyalsock Township on April 7, investigators alleged in an affidavit. He remains jailed in lieu of $25,000 bail.

In another case, Kasha Bassett, 26, of 353 W. Third St., has been charged with possession of a controlled substance, possession of drug paraphernalia and tampering with physical evidence following an incident that began in the 500 block of Pine Street, where she was taken into custody on another legal matter on Aug. 25, city police said. Once at police headquarters, she attempted to flush a bag of marijuana down a toilet, police alleged. She waived her preliminary hearing and is free on bail.
