While carrying a backpack and walking in the area of the 300 block of Bridge Street on the afternoon of May 10, Basil Stanley Williams began running and then stopped only to dispose of the backpack, hiding it under a flatbed trailer before he resumed walking, according to a city police affidavit. He was then stopped and detained by officers, who were watching him. When they retrieved the backpack, they found in it “17 grams of crack cocaine in two separate bags as well as an estimated $5,400 in cash,” the affidavit stated.

Williams, of New York City, but who also carried a local address of 326 Bridge St., apartment 7, has been arraigned before District Judge Aaron Biichle on charges of possession with intent to deliver crack cocaine and tampering with physical evidence. He remains jailed in lieu of $99,000 bail.

In another case, Amber Lynn Fisher, 33, of 447 Brandon Ave., has been charged by the county’s Narcotics Enforcement Unit with delivery of a controlled substance for selling .18 grams of fentanyl to an informant in the 400 block of Brandon Avenue in the city on Jan. 25, investigators alleged in an affidavit. She is jailed in lieu of $25,000 bail.

In another case, Richard Brown, 52, of 565 Memorial Ave., has been charged with possession of a controlled substance for having a bag of cocaine at Riverside Drive and Maynard Street in South Williamsport about 9:50 p.m. on Jan. 12, borough police alleged. He is free on $5,000 bail.

In another case, Kevin Best, 55, of Lock Haven, has been charged by state police with possession of a controlled substance (a bag filled with oxycodone pills) and possession of drug paraphernalia at Route 220 and Youngs Road in Woodward Township on March 15, according to court records. He is free on $25,000 bail.
